I have wondered about this for a while. With all the Western-influenced construction and influx of non-Muslim travelers in Dubai, why has it not been attacked by al-Qaeda? The United Arab Emirates has so much money to throw around that it is conceivable that they would pay protection money to keep terrorists away. One would think that Dubai would be like a stick in the eye of Osama bin Laden, since he considers the Arabian Peninsula to be sacred ground and wants to remove everything that is non-Islamic.
