Minnesota Recount May be Unconstitutional
By a vote of 7-2, Bush v. Gore (2000) ruled that Florida's recount violated the principle that all votes must be treated uniformly. Applying precedents dating to the 1960s, the Court found that the Equal Protection Clause meant that ballots must be treated so as to give every vote equal weight. A state may not, by "arbitrary and disparate treatment, value one person's vote over that of another." Florida's lack of standards produced "unequal evaluation of ballots in several respects." The state's supreme court "ratified this uneven treatment" and created more of its own, and was unconstitutional.

Bush Lifts Executive Order Banning Offshore Drilling
But the move, by itself, will do nothing unless Congress acts as well to lift its own drilling ban. There are two prohibitions on offshore drilling, one imposed by Congress and another by executive order signed by the first President Bush in 1990.

Rumor: President Bush to Convert to Catholicism
The two men spoke for half an hour in the 12th century Tower of St John, a private area in the Vatican gardens which is used by the pope for private reflection.
The usual protocol for heads-of-state is a meeting in the pope's library in the Apostolic Palace, but a spokesman for the Vatican said Benedict wanted to reward Mr Bush for the "warmth" of his reception at the White House earlier this year.
